Teams
1. You are allowed to have a maximum of one team in this league. You may have a second team as a temporary GM if we need someone to take over a free team until a new GM signs up.
2. All your trades with this temporary team must be pre-approved by all the Admins to ensure that the path you are taking with the team is in the team's best interest.
3. If we find a GM willing to take over one of your temporary teams, you must give it up. No exceptions.
4. Temporary teams will be assigned at the Commish's will to applicants.

Suspensions and Injuries
This will be turned on so GMs have to pay attention to who is playing and who is unable to play. This also promotes the AHL as teams need more depth to deal with injuries and suspensions. Roster Rules
1. You must have at least 20 players on your roster at all times (except for offseason)
2. You must not exceed 23 players on your roster at all times (except for offseason)
3. You must have at least 12 forwards, 6 defensemen, and 2 goalies.

Contract Limit Rule
1. You can only have 50 players signed max. That's 23 players max during regular season in NHL so thats 27 max down in AHL or u can have 21 NHL and 29 down in AHL.
2. You can trade contracted players to make room.

4. The Players who have already been resigned when the file started... DO NOT count towards the 50 players.. Because if u look at for example on Vancouver there's Gauce who is signed for 4 yrs when elc is 3 yrs so the players who are signed already in the file that are younger then 20 and sent back to jrs are not counted towards the 50 contracted players
So if a player is signed from now on and sent back who wasnt already signed then they count towards your 50 signed players.
This makes it harder for when it comes to signing players and ice time for players in NHL

2. No UFA signings after Trade Deadline. This is a big one because people will be able to use this to their advantage for the playoffs...
3. If you want to sign a Player you MUST include his stat line as well as how many years and how much you wish to sign them for. League Min is 500k. If you wish to offer a player to a NTC you must include details to the NTC in case you want to trade him aka at the deadline. If you do wish to trade a player at the deadline you must approach the Player agent of that position for that player to waive the No Trade Clause
4. Max # of years, resigning is 9 and ufa is 8, max amount of money u can offer is 9 mill no NHL player makes over 9 mill without bonuses... and Min amount u can sign a player for is 500k

TPE Code of Conduct
Activity
1. Activity is mandatory. This is a chatzy active league so attempt to pop in as much as possible. Unless you notify of vacation or such, if you are away for 3 days, or 72 hours, your team will be stripped from you.
2. You must post the basics(lines, trade block) within a few days of getting your team. It depends what state of the season we are in, but generally it takes a few minutes and is not that hard to do!

Transactions Guidelines
1. Waivers - if you're attempting to send a player to the minors who is waiver eligible (age 26 and older) then post in the waiver marked as "Waiver (to AHL)." It will NOT go through if you do not. For waivers with the intent to release, please post it in the waiver marked "Waiver (Release)." Remember, if the player makes over 900k, then their is a cap penalty (Player's Salary minus 900k)
2. Assignments - Players who are 25 and under go under assignments to be moved from NHL to AHL, AHL to NHL
3. Position Changes - Players have zero to one alternative position and it is only those two positions they play. If you need to know a players alternative position, a) Download EHM and grab a roster update - the file is edited but not the positions or b) Ask the simmer/other people who have the game
Buyouts and Cap Penalties
1. If you buyout a player, you will still be charged half of that players contract for the rest of the season. Example you buy out a 5mil player, 2.5mil will still be on your cap hit for the rest of the season. If you buyout a player AFTER the trade deadline, this penalty will take affect the following season. (This applies to media point buy out)
2. If you send down or have players in the AHL with a contract higher than 900k (waiver eligible only), the remaining cap hit after 900k is subtracted will count against your NHL cap. For example, you send down a player with a 1.5mil contract, 600k will be put against your cap. This prevents some bidding wars and useless contracts, and also makes you have to deal with the contracts you sign and not just bury them in the AHL.
3. Each team gets 2 free buyouts. You can use them both in 2013-2014 or 2014-2015 or 1 in each season you only have 2 so make them count.
4. If u waive a person during the regular season down to AHL, you can call him up, but you will still have the cap penalty, and you will have additional cap penalty if you waive him again.
5. With the waiver to release waiver method, if you waive a player who is making above 2.5m, then the cap penalty will be his salary divided by the number of years he has left across each of the years left on his contract. For example, Martin Ruzicka makes 2.1m for 1 year. If I want to waiver to release him, then I will save 900k, and not have to worry about his cap counting against me for more than one year. However, if I waived Logan Couture who makes 6m for 5 years, I would have a cap penalty of 5.1m for the first season, and then I would have to pay 1.5m for 4 years.

3. Backup goalies must play 16 games. It makes the league more competitive and adds value to goalies. If you fail to do so: Playoff teams: Backup goalie will start the first round and second round, Non-Playoff Teams: You will forfeit your earliest 2nd round pick, if you do not have one it will be a following years.

Back Up Goalie rule
All Back up goalies MUST play 16 games a season..
It's not realistic to play a goalie for all 82 games
If the back up does not play 16 and say he plays 7, then the following season the back up needs 25 games: 9 from the previous season and then 16 for the current season.
Also if you make playoffs, you are required to play your back up goalie for your first series.

Prospect Rule
1. I have decided to go along with the underager rule but after some research this is how it will work:
a) Any College player European/American or Canadian playing college at 18 or 19 they can be signed and assigned to your AHL squad...
b) Any Europeans playing in Europe they can play in AHL at the age of 18
c) Any players playing in CHL (OHL, WHL or QMJHL) European or American or Canadian they must stay in jrs until they turn 20.. However, the prospect turns 20 during a sim coming up, for example lets say we are doing October 4th to 10th and the prospect turns 20 on October 5th then u can assign that 19 yr old to your farm team.
d)You have one underager slot that can be used on CHLer no matter what age. This means you are allowed 1, 18 year old CHLer for example.
e) Besides your CHL underager you are allowed only one other underager. This means you can have only 1 Euro or 1 American/Canadian in college in your AHL.
2. You can have at most 2 underagers in your AHL squad. This means that if you have an 18-19 year old in your NHL squad, and wish to send him down to the AHL, you must not break the 2 underager rule. Therefore you need to send down one of the underages in your AHL squad (if over) to Juniors.

Tanking
While a healthy rebuild may be whats needed for most teams, if you build a team that is simply incompetent for the TPE, you may face consequences. TPE has applied a 55 point rule, so all teams, rebuilding or not, must hit this bench mark to be included in the draft lottery. You will also be pushed back 4 spots in the draft order, preventing a top 5 pick. So its better for you to just do well enough to make 55 points and worry about high picks after. This ensures no one goes out of their way to get a player like Connor McDavid, and everyone has a more fair shot.
This is how order will work if the teams in the top 3 do not meet the 55 point criteria:
